Pool Safety Checklist for New Homeowners
You have a pool. Or you are about to. The water is beautiful, the outdoor space is exactly what you wanted, and now you need to make sure it stays that way without the safety dimension becoming an ongoing worry.
Pool safety is not complicated in its intent. It is complicated in its execution, because it requires coordinating physical barriers, access control, maintenance routines, documentation, and ongoing attention to a space that changes over time. A checklist that covers each of these areas removes the ambiguity and gives you a systematic starting point.
This guide is for new pool owners in any market who want to understand what good pool safety looks like and what they need to do to achieve it.
Understand the rules that apply to your pool
The single most important first step is confirming what pool safety regulations apply to your specific property in your specific location. This is not a global standard. It varies by country, state, and municipality.
Pool barrier rules in Australia are governed by AS 1926.1, with state-specific compliance certificate requirements. In France, the Raffarin Law of 2004 requires one of four approved safety systems. In South Africa, SANS 1390 sets the standard. In the UAE, Dubai Municipality sets the requirements. In the US, the applicable standard depends on which edition of the International Swimming Pool and Spa Code your municipality has adopted, and whether your state has additional requirements.
Do not assume that knowing the general rule is enough. Confirm with your local building department, health department, or equivalent authority which specific requirements apply, what must be documented, and what inspection or certification process applies to your pool.
Checklist item 1: Confirm the governing pool safety standard and authority in your jurisdiction.
Checklist item 2: Confirm whether your pool has an existing compliance certificate or permit sign-off, and when it was issued.
Checklist item 3: If the pool was inherited with the property, confirm whether the existing barrier meets current code requirements. Standards are updated, and a barrier installed ten years ago may not meet current requirements.
Assess your physical barrier
The perimeter barrier is the most important physical safety element. Walk the complete fence line and evaluate the following:
Is the fence height correct? In most markets, this is 1.2 metres or 48 inches. In California and Arizona, it is 1.5 metres or 60 inches. In France, 1.1 metres. Measure from the exterior grade to the top of the fence at multiple points along the run.
Is the bottom clearance correct? The gap between the bottom of the fence and the deck or ground below should be no more than 100mm (4 inches) at any point. Check at the lowest points of the deck, particularly where grade has changed since installation.
Are all gaps in the fence within the allowed maximum? A 100mm sphere (or 4-inch sphere) should not pass through any opening in the fence, including between pickets, under the gate, and at the gate sides.
Does the fence provide any footholds on the exterior? Look for horizontal elements within the non-climbable zone on the outside of the fence. Furniture, planters, boulders, and landscape features within 900mm (or 36 inches) of the fence exterior that could assist climbing.
Checklist item 4: Walk the full fence perimeter and document any section where height, clearance, gap, or climbability is a concern.
Test your gate
The gate is the component most likely to have drifted from its required condition since the fence was installed. Test it carefully.
Open the gate to approximately 10 degrees and release it. Does it close and latch without assistance? Open it to 45 degrees and repeat. Open it to 90 degrees and repeat. It must close and latch from every open angle.
Pull on the gate after it closes. Is the latch mechanically engaged, or is the gate resting against the strike plate without actually latching?
Measure the latch height. The release mechanism must be at the required height above grade for your jurisdiction (54 inches in the US, 1.5 metres in South Africa under SANS 1390).
Confirm that a child cannot reach the latch from the exterior by reaching through gaps in the fence near the latch, reaching over the fence, or sliding a hand through the gap between the gate and the post.
Checklist item 5: Test gate closure from at least three open angles.
Checklist item 6: Confirm latch engagement under pull-load.
Checklist item 7: Confirm latch height and exterior accessibility.
Identify and eliminate bypass routes
A correctly specified fence can still be bypassed if the surrounding environment creates access routes that were not present at installation.
Check all doors and windows from the residence that access the pool area directly. In markets where the house wall forms part of the pool barrier (permitted in some US jurisdictions), all such openings must be alarmed or self-closing. In Australia under AS 1926.1, specific conditions govern when and how a house wall can count as part of the barrier.
Check pet doors. CPSC data has documented over 100 pool incidents in which young children accessed pool areas through pet doors. Any opening at ground level that connects the residence to the pool area must be secured.
Check the non-climbable zone around the fence exterior. Has any furniture, planting, or equipment been placed within 900mm (or 36 inches) of the outside of the fence since installation?
Checklist item 8: Identify all doors, windows, and openings from the residence that access the pool area.
Checklist item 9: Confirm pet doors are secured.
Checklist item 10: Clear the non-climbable zone of any additions since installation.
Consider secondary safety measures
The perimeter barrier is the primary safety layer. Additional measures provide redundancy and reduce risk further.
Pool alarms that detect surface disturbance or activation of a gate or door to the pool area provide an alert within seconds of unauthorized access. CPSC research shows alarm-to-response time of 7 to 30 seconds in real residential conditions, compared with the 25-second drowning timeline identified by the WHO. Alarms are therefore most valuable as a secondary alert, not as a primary barrier substitute.
Door alarms on any door from the residence to the pool area are required in Florida for all pool-access doors, and recommended by safety authorities globally as a secondary layer where the house wall participates in the pool barrier.
Pool lighting that clearly illuminates the pool and surrounding area at night reduces the visual ambiguity that can allow undetected access.
Checklist item 11: Confirm pool alarms are functional and appropriately positioned.

Checklist item 13: Confirm pool area lighting is adequate for nighttime visibility.
Establish a supervision protocol
The physical barrier is designed to work when supervision lapses. Supervision is the safety layer that works when the barrier is open. Both are required.
Establish a consistent supervision approach for your household or operation. The AAP’s “water watcher” concept, where one adult is designated as the responsible observer during any swim session and does not engage in other activities until the water watcher responsibility is formally transferred or the session ends, is the operational standard recommended by pool safety authorities globally.
This is especially important for events and gatherings where responsibility can blur. The presence of multiple adults does not automatically mean the pool is supervised. Explicit responsibility must be assigned.
Checklist item 14: Establish a water watcher or supervisor protocol for pool use.
Checklist item 15: Confirm that all household members and regular staff understand the protocol.
Maintain documentation
Documentation is what makes your pool safety compliance provable and what protects you at property transfer, insurance renewal, and in the event of any incident.
Retain the original compliance certificate or permit documentation if available. If it is not available, obtaining current documentation from a licensed pool safety inspector (Australia) or your local building authority (other markets) is worthwhile.
Maintain a maintenance log recording gate function tests, service visits, any repairs to fence or gate components, and any changes to the surrounding landscape that affect the non-climbable zone or access routes.
If you sell the property, this documentation provides the barrier-related records that a buyer or their conveyancer may request. In Australia, it is required. In other markets, it is increasingly expected.
Checklist item 16: Locate or obtain current compliance documentation.

Build a regular review schedule
Pool safety is not a one-time setup. The fence condition, the gate hardware, the surrounding landscape, and the access routes all change over time. Building a review schedule prevents those changes from accumulating into compliance failures.
At a minimum, gate function should be tested every three to six months. The fence perimeter should be walked every six months to check bottom clearance, gap conditions, and non-climbable zone. Annual service by a qualified technician should cover gate hardware, fence structure, and for automated systems, mechanism function and drainage.
In markets with mandatory re-inspection schedules, including Queensland (two years) and other Australian states, the formal inspection replaces but does not eliminate the need for owner-initiated periodic review between inspections.
Checklist item 18: Schedule quarterly gate function tests.

The standard to aim for
Pool safety for a new pool owner is not about achieving the minimum that passes an inspection. It is about creating a consistent, reliable condition that protects people every day, in every season, whether you are home or not.
The physical barrier, the gate hardware, the supervision protocol, and the maintenance routine work as a system. A barrier with a non-functioning gate is not a barrier. A correctly maintained fence in a property with no water watcher discipline is not a complete safety strategy. All the elements need to work together.
